Federal Benefits Unit

The Federal Benefits Unit at the U.S. Embassy in Rome accepts a processes applications for federal beneficiaries in Malta.  There are no Federal benefits offices or representatives in Malta. 

The U.S. Citizen Services section at the U.S. Embassy in Malta provides basic information to beneficiaries and verifies relevant documents at the request of Federal Benefits Unit at the U.S. Embassy in Rome, Italy.

Affordable Health Care Act – Americans Abroad

For general questions about the Act, see the dedicated ACA website operated by U.S. Department of Health and Human Services (HHS). The HHS website includes a link to information about whether U.S. citizens residing abroad are subject to ACA. The Health Insurance Marketplace, sometimes known as the Health Insurance Exchange, is a new way to find quality health coverage. To be eligible for health coverage through the Marketplace, you must live in the United States; must be a U.S. citizen or national (or be lawfully present) and can’t be currently incarcerated.

The Office of Personnel Management website offers information for federal employee benefits such as retirement programs, thrift plans, and health insurance.


The Department of Labor website offers information on benefits programs such as the Family and Medical Leave Act and workers’ compensation programs, (Black Lung, FECA, Longshore).


The Railroad Retirement Board (RRB) administers comprehensive retirement-survivor and unemployment-sickness benefit programs for the nation’s railroad workers and their families. The RRB also administers certain Social Security benefit payments and railroad workers’ Medicare coverage.
